Artículo octavo. Los funcionarios encargados de la ejecución presupuestal de cada entidad dejarán constancia escrita en los contratos, resoluciones y pedidos, de que los gastos que ellos contemplan han sido incluidos y aprobados en respectivo acuerdo interno de obligaciones.
