La Nación toma a su cargo la construcción de las obras necesarias para la defensa del puerto y ciudad de Riohacha contras las avenidas del mar, obras que se llevaran a cabo bajo el control del Gobierno, y de acuerdo con los estudios, planos, presupuestos y especificaciones que apruebe el Ministerio de Obras Públicas.
