Si el buque estuviere provisto de los documentos de que trata el artículo 20 para alguno de los puertos nacionales, y entrare en puerto par el cual no se le hubiere expedido, no siendo para tomar carga o por justificada e imprescindible necesidad, como por naufragio u otro accidente semejante, se pondrá el Resguardo en vigilancia para evitar la comunicación entre el buque y el puerto, exceptuando el caso de avería.
