El Gobierno queda facultado para organizar, en la forma que estime más conveniente, la administración y recaudación del impuesto establecido en el artículo anterior.

Parágrafo

El impuesto de consumo sobre los aceites lubricantes y grasas lubricantes de procedencia extranjera, se recaudará en las aduanas del país, en la forma en que se está recaudando actualmente el mismo impuesto sobre gasolina extranjera, de conformidad con lo dispuesto en la Ley 106 de 1927 .
