Articulo 50. La reorganización del Ministerio contemplada en este Decreto se hará por etapas. Inicialmente se proveerán los cargos de Secretario General, Director y Jefes de División. La reorganización se completara gradualmente con la colaboración del personal descrito, con la asesoría del Departamento Administrativo del Servicio Civil, previo concepto favorable de la Secretaria de Organización e Inspección del a Administración Pública y de conformidad con las normas del presente Decreto.
