La Aduana no entregará mercancía alguna que esté bajo su custodia, sea cual fuere su consignatario o el objeto de su consignación, sino mediante la presentación del Registro Especial de Importación, el conocimiento de embarque, la factura comercial juramentada ante el Cónsul en cuya jurisdicción se hizo el embarque, y la respectiva factura consular.
