Evaluación de propuestas . La evaluación de las propuestas se hará en forma integral y comparativa, teniendo en cuenta los factores de calificación que para el efecto se señalan en el presente Capítulo. De acuerdo con la Ley 79 de 1988, se estimulará la constitución de cooperativas que tengan por objeto la prestación del Servicio Público de Transporte, las cuales tendrán prelación en la asignación de servicios cuando se encuentren en igualdad de condiciones con otras empresas interesadas. ( Decreto 171 de 2001, artículo 28, modificado por el Decreto 198 de 2013, artículo 3 °).
