Articulo 84 . El acto administrativo mediante el cual se distribuye la contribución para una obra pública es un acto subjetivo, individual y concreto, porque, aunque esta dirigido a una pluralidad de personas, todas estas son determinadas para señalarles la contribución que están obligados a pagar.
