Ámbito de aplicación . El presente decreto se aplicará a todas las autoridades y entidades del nivel nacional, departamental, distrital, municipal y comunal y que en el ámbito de sus competencias constitucionales, legales y reglamentarias, tengan el deber de intervenir o puedan contribuir en búsqueda, localización y recuperación de niños, niñas, adolescentes, jóvenes y mujeres desaparecidas, quienes deberán articularse con medios masivos de comunicación participantes y autoridades en zonas de frontera, en aeropuertos y en terminales terrestres.
