En cada uno de los Presupuestos anuales se incluirá la partida necesaria para atender a los gastos que demande el cumplimiento de esta ley, sucesivamente, hasta completar la construcción de todas las obras ordenadas, y en caso de que no se incluyere la partida, queda autorizado el Gobierno para levantar los créditos y efectuar las operaciones del caso, dentro de la respectiva vigencia.
