Todos los establecimientos carcelarios y penitenciarios del país se regirán por el principio de que el trabajo es la mejor y más alta escuela de regeneración moral y social de los penados y detenidos. Por consiguiente, se implantará el trabajo obligatorio en distintas actividades, inclusive las encolares. Particularmente en las Penitenciarías se buscará industrializar dichos establecimientos, dentro de los principios consignados en este Decreto, procurando que por este medio contribuyan, a los gastos de su administración y sostenimiento.
