Apropiaciones presupuestales. Con el propósito de garantizar los recursos necesarios para la realización de los procesos de participación ciudadana en la iniciativa popular, los referendos, las consultas populares, los plebiscitos y los cabildos abiertos, se incluirán las apropiaciones presupuestales correspondientes en la ley anual de presupuesto, de acuerdo con las disponibilidades fiscales existentes.
