Art. 2. ° En virtud de la presente autorización el gobierno puede prorrogar, mediante las condiciones que estime equitativas y convenientes, el plazo concedido para organizar la nueva Compañía del Canal y para reanudar los trabajos de excavación, de una manera seria y permanente.
