El Instituto Geográfico Agustín Codazzi acelerará la elaboración del catastro jurídico fiscal en las zonas en donde aún no lo hubiese realizado, para lo cual el Gobierno destinará los recursos necesarios. Donde el catastro no esté a cargo del Instituto Geográfico Agustín Codazzi, el Gobierno Nacional aportará los fondos necesarios para que, previo acuerdo entre el respectivo Gobierno Departamental, Distrital o Municipal y el Gobierno Nacional y de conformidad con las normas legales se elabore el catastro jurídico-fiscal antes del 31 de diciembre de 1974.
