ARTICULO 19. El presente decreto rige a partir de la fecha de su publicación, modifica en lo pertinente el decreto 182 de 1987, deroga el decreto 874 de 1992 excepto los artículos 18 y 19, y surte efectos fiscales a partir del 1o. de enero de 1993.
