repeals ley 65/15

Derógase el Articulo 5.º de la Ley 65 de 1915 . En consecuencia, los contratos que mediante declaratoria de urgencia celebre el Gobierno, se remitirán al Consejo de Estado para que esta entidad, de acuerdo con lo dispuesto en el artículo 37 del Código Fiscal, decida no solamente si se hallan ajustados a las autorizaciones legales, sino también si la declaración de urgencia se ha ceñido a las normas que establecen las leyes.

Parágrafo

En este caso, el Consejo de Estado emitirá concepto dentro del término de seis días.
