Los servicios que en lo futuro se presten a cualquier entidad oficial por los Ferrocarriles Nacionales serán pagados por la entidad correspondiente, para lo cual dicha entidad apropiará en sus presupuestos las sumas necesarias. Se exceptúan únicamente los servicios prestados a los Ministerios de Guerra y Gobierno, y en favor de los excursionistas de las escuelas y colegios oficiales.
