° Quienes individual o colectivamente coarten el ejercicio de un derecho o perturben el normal desarrollo de las actividades sociales, mediante actos tales como impedir la libre circulación de personas o de vehículos o colocar artefactos que puedan alterar su locomoción o integridad, incurrirán en arresto inconmutable hasta por sesenta (60) días. El arresto será hasta de noventa (90) días inconmutables cuando el hecho se realice contra miembros o pertenencias de las Fuerzas Militares o de la Policía Nacional.
