ARTICULO VIGESIMO. Las Instituciones de Utilidad Común no podrán efectuar en ningún año gasto alguno con cargo a los presupuestos de otros años, Las obligaciones que no hubieren sido pagadas dentro del año a que fueren imputables, se pagarán al año siguiente, para lo cual se apropiarán en el respectivo presupuesto las cantidades necesarias.
