las sumas que sean necesarias para el cumplimiento del presente Decreto, se imputaran a las partidas destinadas para la rehabilitación de las zonas afectadas por la violencia, y en relación con el personal en él previsto, la Comisión Especial de Rehabilitación tendrá las mismas facultades otorgadas en el artículo 4° del Decreto número 0323 de 1958.
