Los gastos que demande el cumplimiento de esta ley serán incluidos en el Presupuesto Nacional de la presente vigencia y en las siguientes. El Gobierno queda autorizado para arbitarar y allegar los recursos necesarios que permitan el cumplimiento de esta ley, abrir los créditos y contracréditos que crea convenientes, y destinar los fondos de recurso ordinarios para hacerla efectiva a partir del primero de enero de 1947.
