º El Literal b) del artículo 23 del Decreto 3077 de 1989, quedará así: "Artículos. Identifican el objeto del gasto dentro de cada numeral. En el caso de que un artículo requiera una distribución más específica podrán abrirse ordinales y subordínales. El servicio de la deuda pública nacional se distribuirá en artículos conforme a la siguiente clasificación: Para la deuda externa en Banca Comercial, Banca de Fomento, Gobiernos, Banca Multilateral, Proveedores, Fodex e Imprevistos y Asistencia Técnica en el Manejo de la Deuda. Para la Deuda Interna en Banco de la República, Sector Financiero, Otros, e Imprevistos. A nivel de ordinales se clasifican las amortizaciones, intereses y comisiones".
