Artículo Transitorio. De la Competencia de Planificación. El Ministerio de Transporte continuará adelantando las funciones en materia de planeación sectorial de la infraestructura de transporte, hasta cuando entre en pleno funcionamiento la Unidad de Planeación de Infraestructura de Transporte (UPIT). Una vez la Unidad entre en pleno funcionamiento, el Ministerio de Transporte cesará en el ejercicio de estas competencias y deberá adelantar la modificación de estructura que se considere necesaria.
