Con el fin de garantizar la ejecución del Plan Nacional de Desarrollo Pesquero, el Ministerio de Hacienda y Crédito Público efectuará una asignación presupuestal adicional de mil millones de pesos ($1.000.000.000) moneda corriente, para la implementación de los programas de inversión del INPA durante la vigencia fiscal de 1990. Durante el cuatrienio subsiguiente, le asignará anualmente una suma igual, incrementada en un veinte por ciento (20%) cada año.
