° Concédese franquicia telegráfica á las Comisiones que ha constituido la Junta de Conversión en las ciudades de Medellín, Manizales, Buga, Cali, Popayán, Ibagué, Tunja, San Gil, Bucaramanga y Cartagena y á las demás Comisiones que establezca, para que puedan dirigirse á dicha Junta sobre asuntos urgentes relacionados con los negocios que les estén recomendados. Esta franquicia durará por todo el tiempo que funcionen dichas Comisiones, y tendrán una limitación de treinta palabras para cada caso.
