La Nación procederá a adquirir en todas las ciudades capitales de los Departamentos y en los demás lugares en que lo estime conveniente, los terrenos adecuados para la construcción de campos de aterrizaje para el servicio de aeroplanos, en cuanto lo permitan las circunstancias del Tesoro
