Las granjas tendrán un carácter regional y por tanto prestaran en todos los municipios de la provincia de Manzanares, y si las circunstancias o las condiciones geográficas y climáticas, etc., a juicio de los expertos, aconsejaran fundar esas granjas en distintos lugares, el Gobierno procederá de conformidad con el consejo de expertos.
