Resolución de declaración. Cuando el Usuario Operador de una Zona Franca no cumpla con los requisitos señalados en el artículo 8º del presente decreto, o cuando se registren retrasos superiores a doce (12) meses en el inicio de la ejecución de las obras de desarrollo de la Zona, el Ministerio de Comercio Exterior dejará sin efecto la resolución de declaración de la Zona Franca Industrial de Bienes y de Servicios. Para tal fin, el Ministerio de Comercio Exterior expedirá la correspondiente resolución.
