El Presidente de la República, con la firma de todos los ministros y previo concepto favorable del Senado de la República, podrá consultar al pueblo decisiones de trascendencia nacional. La decisión del pueblo será obligatoria. La consulta no podrá realizarse en concurrencia con otra elección.
