El Gobierno podrá convenir las condiciones y cláusulas que rijan los respectivos contratos de garantía según las normas usuales del Banco de Reconstrucción y Fomento. Tanto el principal de los empréstitos otorgados por el Banco como la ente proveniente de ellos, quedan exentos de toda clase de impuestos, tasas, contribuciones o gravámenes de carácter nacional, departamental o municipal.
