Art. 6°. Antes de emprender la construcción de dicha vía, mandará practicar la correspondiente exploración y trazo preliminar sobre el terreno, y formar los planos y respecto presupuesto, por medio de un ingeniero inteligente, contratado al efecto, para lo cual tendrá como incluida en la ley de Presupuestos la cantidad que estime necesaria, siempre que no exceda de tres mil quinientos pesos ($ 3,500).
