Aprobación del Plan por Decreto. Si el Congreso Nacional no aprueba el Plan Nacional de Inversiones Públicas en el término de tres meses señalado por la Constitución, el Gobierno podrá poner en vigencia, mediante decreto con fuerza de Ley, el proyecto presentado por éste.
