Solamente se aceptarán las solicitudes de quienes, en conjunto con sus socios, matrices o subsidiarias, cuenten con menos del treinta y cinco (35%) del total de las líneas telefónicas instaladas y en servicio en el territorio de la República de Colombia, en el momento en que soliciten la licencia.
