Facultase a los Comandantes de Unidades Operativas, Bases Navales y Aéreas, para disponer la suspensión de las licencias al personal aeronáutico, marítimo, fluvial y terrestre y los permisos de operación, de acuerdo con los indicios graves que posean provenientes de los organismos de inteligencia, sobre actividades de personas, aeronaves, vehículos marítimos y terrestres, y operación de aeródromos o pistas, puertos, muelles o terminales marítimos, fluviales y terrestres, vinculados al tráfico de estupefacientes.
