Cuando en el Ejército al servicio de la Nacion no exista Intendente, Comisario de Guerra u Ordenador especial serán Ordenadores delegatarios del Poder Ejecutivo de la Union, los Presidentes de los Estados, de conformidad con el artículo 9.° de la Constitución nacional. sujetándose a las autorizaciones que se espresen en las delegaciones trasmitidas por la Secretaría de Guerra i Marina.
