El Gobierno establecerá para el servicio notarial, en vez de los anteriores procedimientos, la utilización en sus actuaciones de un papel de seguridad cuyas características determine por conducto de la Superintendencia de Notariado y Registro, de modo que se garantice la correcta conservación de los archivos, sin costo alguno para los usuarios.
