Art. 5° Los Concejos municipales de Bogotá, La Mesa, Facatativá, Ubaté, Chocontá, Zipaquirá y Cáqueza, examinarán mensualmente en primera instancia las cuentas de los Tesoreros municipales dentro de los ocho días siguientes al en que las hayan recibido, y una vez examinadas las remitirán al Contador del Departamento para su examen y fenecimiento en segunda instancia. Los Concejos municipales de los demás Distritos del Departamento examinarán de la misma manera las cuentas de la respectiva Tesorería municipal y cada tres meses las remitirán á la Contaduría del Departamento con el mismo objeto que las anteriores.
