El producto de la estampilla será recaudado por las Tesorerías Departamental y Municipales del Valle y su importe será entregado a la Universidad del Valle, la cual deberá destinarlo integralmente a los fines de la Ley o a la amortización de los préstamos adquiridos por la Universidad con ese fin, en divisas extranjeras o en moneda nacional. El control de estos fondos lo ejercerá la Contraloría General de la República.
