Una vez formado el censo de que trata el artículo anterior, el Ministro de Obras Públicas, previo estudio de las documentaciones que le hayan presentado y de los datos e informaciones que con respecto a ellas haya allegado, procederá a determinar si los reclamantes tiene derecho al auxilio y en caso afirmativo, fijará proporcionalmente su cuantía mediante resoluciones motivadas. Otro tanto hará la Oficina de Reconstrucción de Tumaco, pero las resoluciones que dicte necesitarán de la aprobación del Ministerio de Obras Públicas.
