A partir de la vigencia de este Decreto y hasta el 31 de diciembre de 1989 se incorporará a la a la nueva planta de personal del Departamento Administrativo de Seguridad a los funcionarios que en él prestaban sus servicios el 1º de septiembre y a los Detectives Alumnos que egresen de sus Academias, sin exceder de cinco mil ochocientos cargos.
