Cuando a las Oficinas Postales lleguen clisés dirigidos a particulares, que luego han de pasar al Ministerio de Industrias para efectos de su publicación en el Diario Oficial, según las disposiciones sobre propiedad industrial, podrán ser endosados dichos tiquetes al expresado Ministerio, siempre que haya constancia de las gestiones adelantadas sobre registro de las respectivas marcas, y en tal caso no habrá lugar a pago de derechos de importación al ser reclamados los clisés por el Ministerio de Industrias.
