Art. 2°. El Municipio del Fresno seguirá de cabecera del Circuito de Herveo, y allí permanecerán las Oficinas de Notaria y de Registro del mismo Circuito, como lo dispuso el Decreto legislativo número 1,778, de 1o., de Diciembre de 1902.
