A solicitud de la Corte Electoral el Gobierno Nacional, oportunamente, con ocasión de cada elección popular, creará, así sea transitoriamente, cargos de Registradores auxiliares o de Delegados de los Registradores Distrital o Municipales del Estado Civil, con el fin de facilitar las votaciones de los ciudadanos en los centros urbanos y en las zonas rurales. El Registrador Nacional del Estado Civil hará las designaciones de los cargos que se creen conforme el presente artículo. Para ser Delegado Departamental del Registrador Nacional del Estado Civil y Registrador del Distrito Especial de Bogotá se requerirán las mismas calidades que para ser juez del circuito o haber desempeñado el cargo en propiedad por un período no menor a cuatro años. Dichos Registradores auxiliares y Delegados Municipales se designarán entre ciudadanos de distinta filiación política.
