Artículo único . Las Asambleas Departamentales quedan facultadas para crear o suprimir Providencias, teniendo en cuenta las necesidades y conveniencias de la administración seccional. Si de un acto de creación o supresión se quejare algún vecindario interesado en el asunto, la resolución definitiva corresponde al Congreso.
