Los documentos de que trata el artículo anterior, solo pueden ser expedidos por los Comandantes de Distrito Militar, los que serán elaborados con tinta indeleble y firmas autógrafas con base en las actas, matricula militar y autos o resoluciones que se dicten. Por la importancia de este documento su confección debe ser absolutamente pulcra y esmerada.
