Distribución de los ingresos . Se propone al Consejo Nacional de Política Económica y Social CONPES distribuir los ingresos recaudados de que trata el artículo anterior de la siguiente manera: 15.1 Durante los tres primeros años a la Empresa Nacional de Telecomunicaciones, Telecom, para que realice el mantenimiento y reposición de las líneas de telefonía social. 15.2 A partir del cuarto año el 3% se destinará a Telecom y el 2% al Fondo de Comunicaciones. 15.3 A partir del decimoprimer año el total de los ingresos al Fondo de Comunicaciones para el desarrollo de programas de telefonía social.
