Art. 1.° El pie de fuerza pública para el año fiscal de 1884 á 1885 será hasta de tres mil hombres con sus respectivos Jefes y Oficiales. En caso de guerra exterior ó de conmoción interna á mano armada, se podrá aumentar aquella cifra hasta donde fuere necesario.
