La presente ley se aplica a todos los ríos principales y sus cuencas hidrográficas, a sus afluentes y respectivas cuencas, que forman parte del territorio nacional, ya sea que sus cauces tributen internamente o que lo hagan en costas marítimas o ríos cuyos cauces o desembocaduras pertenezcan a otras jurisdicciones nacionales.
