Art. 5.º El Juez ante quien se presenten las relaciones referidas, pedirá á la primera autoridad política del distrito en que hayan pasado los hechos materia del juicio, un informe detallado sobre la exactitud de tales hechos. Estos informes se obtendrán con apremio, si fuere preciso, y se tendrán presentes al fallar el juicio en ambas instancias.
