Antes del 15 de enero de 1988, el Ministerio de Obras Públicas y Transporte organizará la estructura de la Dirección de Agua Potable y Saneamiento Básico creada por el artículo 8° del Decreto 77 de 1987 y someterá a la aprobación del Gobierno Nacional la modificación de su planta de personal, para adecuarla a lo dispuesto en los artículos 8°, 9° y 10 del mismo Decreto.
